I have an iPhone 7 in very good condition with the exception of the rear camera. I have already replaced the rear camera with a known good and the problem is still continuing. The camera only works to record video but shows a white scree when switched into picture mode. The front facing camera works as normal. Could this be some sort of IC failure? Once again video works on the rear camera. But it cannot take photos.

There are several power lines that power the rear camera. It is possible that one of these has failed and causing issues with the optical image stabilization. If you have already tried a known-good camera, then the problem is almost certainly on the logic board.
