i suspect the home button or touchID cables are causing a short. The touchID cable disconnected from the front screen when the screen was opened. Do i need a replacement touchID cable? I have been unable to do any recovery, DFU boot, etc. i let it charge for an hour before beginning troubleshooting.

Do you mean that the home button got ripped from the screen? If this is the case then you will need a replacement home button for the home button to work again, note that touch ID will not work as any other home buttons that are used on the iPhone need to be paired up with the logic board again which apple will only do. For the boot loop issue, that is not caused by the home button being unplugged. I suspect either the battery is faulty which would mean it not being recognised or the tristar chip gone bad.
