I get a kernel panic when iBook boots up. I think it’s a bad Airport Card. How can I disable airport in safe mode?

Open your system preferences, go to Network and turn it off.

The Terminal command would be: sudo ifconfig en1 inet down

Out of curiosity, reboot the iBook while holding down SHIFT to get into safe mode. Does it still kernel panic? Restart OS X normally. Does it still kernel panic? If so, have you considered physically removing the Airport card? iBook G4 12" 1.33 GHz AirPort/Bluetooth Board Replacement
