These lines get brighter and darker randomly and I cannot turn the phone off or do anything on the screen to make them go away. What could be the issue? Update (07/16/2018)

Screen needs to be replaced. And there is a chance that the iPhone is disabled if touch screen has gone bad as well which means you need to restore the phone if it is disabled.
