So I want to move the game and the itself I don’t want I love my whole we card, I have two 3ds systems and I have a game on one that I want to move to another, can I do that without transferring the whole sd card.

Hi! You can’t copy games or files between two 3DS systems. You can only have a game in one place at a time - so if you want to move the game to the other system, you’ll only be able to do that if you factory reset and transfer all data from the first system to the other one. Hope I made my point clear. In my mind it makes sense.
