I can’t get the latest adobe flash player to install in IE or Outlook. I’ve updated IE to IE8.

you may try this : in IE8 go to Tools -> Internet Options -> General -> Delete Download the offline installer Close IE8 run your offline installer once it is installed reopen your browser and see if it worked. and here are people that have the same problem http://en.kioskea.net/forum/affich-83249… good luck to you.
