Printer takes a minimum of 5 minutes to start a print job. If something else is added to print que while printer is waiting to print initial job, it will print immediately following the initial print job. If initial print job has already printed, it takes another 5 minutes to get started again. Is it the fuser?
Check the energy saving settings of the printer, you maybe able to alter it. You are correct the fuser roller needs to come to temp before the printer can print. All laser printers have this issue. At home I have both a laser and an ink jet where I use the ink jet for the one of printouts and use the laser for the big jobs or for anything I want to make sure doesn’t fade over time.
