Well my issue is this: I bought an iPad 3 online and the seller forgot to reset it now he’s refusing to send his Apple ID and password due to privacy issues - which is fair enough. I suggested he should change to a provisory password, leave it for a couple of minutes - he’ll get a text from Apple anyway, it’s part of the two-step process to reset a device - then after a couple of minutes he could change it back but he still refuses to do it. So the question would be: is there a way to unlock an iPad 3 if the previous owner refuses to provide the password? I can prove I bought it, I can prove he’s refusing to provide the password (privacy concerns) and I don’t have any reason to think it was stolen as I bought a much more expensive iPhone 6 from the same person and everything went fine. What are the options available?

All the previous owner has to do is log on to www.icloud.com and select the device “remove from account”. You can read up more about it here.
