No recovery discs but do have mac 10.4.4 install cd, snow leopard (retail) , snow leopard (dropin cpu disc) and windows 7 laptop.
That 10.4.4 install disk will work as long as it’s retail (has a big X on the front.) or is marked for your mac mini. Otherwise, you can burn one. It’s fine if you download one, as your mac mini has had it at one point.
