wi-fi works but dialup does not; what should I do?

According to my service manual you have a T40/T40p, T41/T41p series: v V.90 modem daughter card (MDC) v IBM Integrated Bluetooth with 56K Modem (BMDC). you should not have to “turn it on” in a conventional way. You just have to make sure that your drivers are installed and that your software is setup to use your modem. This will of course depend on what software you are going to use. i.e. phone/fax software or a browser for a dial up connection. If you are going to use it for internet dial up, it will help if you know what browser you are going to use. Again, number one will be to install the drivers. Make sure that you check in device manager and that you can “see” your modem. most of the drivers will be available right here and here is a list of all the FN codes on your keyboard. Also, check your BIOS. Some boards have bios that lets you enable and disable onboard devices such as your modem. Make sure the modem is enabled.

Hi, Try reinstalling the drivers for your laptop integrated modem and connect it with landlines connector and see if it lets you connect other wise you can always get a USB 56K modem from eBay under $40. You can plug it in your LAPTOP USB and start using a Dial up internet. Good luck.
